BSES Electricity Subsidy & other schemes for Group Housing Societies in Delhi

As we are aware that Electricity Tariff have been revised W.E.F. April 01, 2018. 

Due to that there's some change in applicable rates for Group Housing Societies having 11 kV connection and by availing various schemes of Delhi Govt; Group Housing Societies of Dwarka can benefit a lot.

We have tried to briefly pen down few pointers which can be discussed, analyzed and if found feasible can be implemented.

1) Electricity Consumption Tariff - 

As per the DERC's Electricity Tariff Schedule for FY 2018-19 the Single Point Delivery - Supply at 11kV for GHS (Group Housing Societies) the unit rates have revised from April 01, 2018.

Earlier per unit consumption charges were Rs. 6/kWh; which have now been reduced by 25% to Rs. 4.5/kWh.

2) Maximum Demand Indicator (MDI) / Fixed Charges - 

The fixed charges as per sanctioned load has been increased from Rs. 40 / kW / month to Rs. 150 / kW / month. This may get negated due to some extent due to reduction in per unit consumption charge and my lowering sanctioned load if it's very high.

I have been informed that in the month of Feb 2018; BSES bill carried a letter regarding comparison between Sanctioned Load viz a viz Maximum Demand Indicator. As per that it has been observed that in most of Group Housing Societies (GHS) the Sanctioned Load (SL) is way above MDI.

BSES has advised all GHS to provide it's consent for reduction in sanctioned load; in case there's huge variation between MDI / SL.

So, there's a possibility that fixed santioned load of of socities may come down. Thus, leading to reduction in total fixed charges payable (i.e. Sanctioned load x Fixed Charges).

3) Electricity Subsidy upto 400 Units / Month for Group Housing Socities

Delhi Govt's subsidy @ 50% electricity rate to all domestic consumers consuming upto 400 units / month is also available to domestic consumers be it Multi Point connection or Single Point connection in GHS.

Media has reported about this subsidy benefit being extended to GHS. Excerpt of one such article is as follows :- 

"The GHS will have to get the subsidy form signed by individual members and counter-signed by the president or secretary of the society and submit it to the discom. Besides, it is mandatory for the GHS to maintain consumption data of individual members," said a DERC official.

Once a discom receives the subsidy claim form, it will then adjust the subsidy amount in the subsequent bill of the household."

Few Group Housing Societies of Dwarka haven't apply, avail and pass on the subsidy benefit to its residents; as most feel that it's an cumbersome procedure.

However, it's not the case as several societies are already availing this benefit. Reduction in monthly electricity bills of the residents is a Win Win Situation for GHS nd it's residents.

- This order of DERC also specifices that GHS shall bill the individual members of society as per applicable Electricity Tariff slab for Domestic Consumers; which also isn't being followed up by GHS. The common area light cost to be charged at Rs. 4.5 / kWh which is the slab for GHS Societies having 11 kV connection.

This is an important point and needs to be analysed to check it's implications.

4) Conversion of Single Point Connection to Multi Point Connection

Delhi Electricity Regulatory commission issued gazzete notification dated September  01, 2017

DERC (Supply Code and Performance Standards) Regulations, 2017. Refer Pg 30 to Pg 34 of attached notification Conversion of single point connection to individual connection.

Quite a lot of societies of Dwarka have already applied for conversion of Single Point to Multi Point consumption. In this case there would be individual meters and Society staff will get free from meter reading, data entry, bill printing etc. Individual flat will get bill from BSES and 50% subsidy can be availed easily.

5) Rooftop Solar policy - 

Delhi Govt and BSES launched an initiative called 'Solar City Initiative - Solarise Dwarka'

This could be a game changer in switching towards renewable energy. Pilot project in few societies of Dwarka is already going on.

As per BSES, the benefits to consumers are as follows :- 

"A 1 kW solar PV rooftop system generally is expected to generate 4- 5 kwh per day, which corresponds 

to an average monthly savings of about Rs 750 for a period of 25 years on electricity bills for single 

point delivery consumers. 

Moreover, to setup the solar plant, a 30 % capital subsidy is provided by the MNRE along with a Rs 2 per unit generation based incentive allotted to a limited number of early projects by the Delhi Government."

Dear Sir,

1. While uploading reply by PIO an e-mail intimation is sent to applicant informing him that reply has been submitted by department and he may visit the RTI portal to view the reply. The applicant, thereafter has to visit the portal to see the reply. This results in extra action by applicant and also increases the load on portal. However, there is an easy way to fast track this process, that is instead of sending only intimation the system may trigger an email which may contain the reply itself. That will not only help applicant to instantly know the information provided but would also avoid help ease this process.
2. The special character of "?" is not allowed in the text of application. However, it is felt that many a times "?" is an essential element of text and absence of this does not allow framing of proper questions. The RTI is all about asking questions and without "?" the sentence is incomplete. Therefore, it is requested that this sign may be allowed as part of text.

Mail to DDA- Open Pot holes @ Sec-7 near Gokul Garden needs immediate attention

Dear Sir,

First of all thanks and appreciate your prompt action on toilet issue of Sec-6 park. 

Secondly, this is to inform you that there are few open potholes which are real threat for walker near gokul garden, sec-7 (pics are attached for your reference) around the park. This DDA park is majorly used by local residents and children. 

I would like to request your goodself to kindly treat this matter urgent to avoid any untoward incident as Precaution is better than Cure.

	About Dwarka: Architect Division In Dwarka there are no slopes at entry & exit point for convenient walking of pedestrians at footpath, at most places height is also more than prescribed 15 CM, no bollards fixed at entry & exit for vehicles to prevent climbing footpath. While this can happen in Connaught Place why not in Dwarka. Are New Delhi Municipal Council engineers are superior than DDA or there is some other problem. In this back ground please provide to the point information: 1.     It is an error & incompetency on the part of architect division which has designed the walkways? Or It is an error and incompetency on the part of civil wing which has constructed these footpaths as per designs provided to them? 2.       In Dwarka we find that at walkways people have carved out ramps. There are 2 types of designs of ramps -  First where slope is contained within the width of footpath  and the Second one where slope starts from the footpath & extends a few feet on adjoining road encroaching on road (refer attached photos mailed to sro...@dda.org.in). Please inform which design is approved & acceptable as per DDA policy?

Delhi Police and Dwarka Forum meet on 26th Nov16

A team of Dwarka forum Members met Shri Surendar Kumar,  IPS, DCP South West District on 26th November 2016,  Saturday at his office in Sector-19, Dwarka. Various matters concerning law & order situation in Dwarka were discussed during the meeting.

ACP Dwarka Shri Kishan Meena was also present during the discussions.

Shri Suderndar Kumar, DCP appreciated the working of Dwarka Forum, and gave patient hearing to the problems raised by DF and offered cooperation.

Encroachments in Dwarka Sub City:

DCP was briefed about the increasing encroachments in all parts of Dwarka including Sector-7 near Brahma apartments & encroachments in markets. He promised to take action.

He also emphasized the need of regular interaction with ACP  Dwarka / SHO's of Dwarka / ACP Traffic for quick and regular feedback to make the things right. 

Delayed response by PCR:

Delayed response from PCR Vans, was also highlighted.  DCP acknowledged the findings and stressed the need to reduce it.  DCP asked ACP to meet PCR team and to coordinate movement of PCR vans.

Police Patrolling by PCR / Beat Motorcycle:

On the issue of visibility of police patrol party,  DCP directed ACP to organize briefing of patrol party twice in different part of Dwarka to make it effective.

Tenant Verification:

DCP agreed to conduct special drives of tenant verification in sectors 8, 12B, 17, 23, etc. to control unauthorized residents in the area and he directed ACP to complete the process.

Noise pollution from Community Hall:

Nuisance and Noise Pollution due to DJ, Dhols, Band and Crackers etc at community centers during wedding functions was also discussed. He directed ACP to give special attention on community centers at Sector 12 and 8. DCP further instructed ACP to tighten the system in community centers and to ensure that sound systems are shut at 10.00 PM else DJ System should be confiscated.

 

Traffic Issues:

On traffic issues another meeting to be held soon with ACP Traffic to discuss about traffic problems, poles in front of traffic signals, etc.

DCP advised DF team to tag him on his Twitter handle (surenderkr_ips) for instant update and resolution. 

On issue of Thana Level Committee, DCP accepted that DF deserves a place in it and this will be done in due course.
