Reg: Eradication of Corruption & Inefficiency - Enforcement of 20 point road inspection report.

Dear Sir,

Please refer several letters written to you earlier on the subject. It is indeed a surprise that an officer of your caliber is ignoring such an extremely important issue. As a result of non-enforcement of generation of regular road inspection report on defined parameters the CORRUPTION & INEFFICINCY is increasing day-by-day. We are not able to understand what is preventing you to take required action. See ample number of examples showing:

(i)             Long ramps on road – who allowed such ramps to come up encroaching on road space is a matter of concern. Is it rampant corruption or extreme carelessness by DDA staff?
(ii)            Examples of encroachment on footpath – This prima facie seems to be a direct case of open CORUPTION exhibited by DDA staff in Dwarka?
(iii)           Potholes on new road. Despite our repeated reference there is a nude dance of corruption in Dwarka where new roads don't stay even for one year.
(iv)          Iron Grill in front of Zebra crossing. How can your learned engineers do this foolishness?
(v)           Advertisement Board on footpath – This is a case of shame for DDA engineers – for what consideration they have kept their eyes closed against such blockage on footpath causing high inconvenience to padestrians.
Above are not isolated examples but are existing on every road in Dwarka. 

Despite having adequate staff and heading DDA Dwarka Project Office you have been instrumental in avoiding creation of such inspection reports. You know that in the absence of a regular road inspection report being created by staff above anamolies will keep on happening because as per DDA official record everything is fine & perfect.

We have written many letters earlier as well highlighting above issues seeking your co-operation to address the problems but not getting a response. We, hereby, once again adavise you to issue immediate instruction for preparation of Regular Road Inspection Report by the field staff to bring on record all sorts of inefficiency & Corruption apparently visible on roads.

We eagrly await your response.

1)     Whether any kerb stone/tile is uprooted or caved in on central verge or footpath,
2)     Is there any very high level of entry point of footpath requiring steps?
3)     Is there any obstruction of any kind on footpath creating problem for pedestrians?
4)     Whether any pothole is visible - if yes where and about what size?
5)     Are there any cracks in road to be filled or road caved in?
6)     Is there any missing man-hole or drain cover?
7)     Is there any work on road/footpath to be done within warranty period?
8)     Is there any falling pole, railing, wire, overhead sign board, tree branch, dead animal lying on road etc?
9)     Is there any dug up space on footpath or road inadequately barricaded or lying unattended for many days?
10)  Is there any broken or unpainted speed-breaker or zebra crossing?
11)  Is there any kind of encroachment on road or footpath?
12)  Is entry & exit points of footpath have appropriate poles fixed so as to prevent climbing of vehicles on it?
13)  Is there any requirement of signage?
14)  Is there any water logging, construction material, debris, damaged vehicle or any other kind of material lying on road?
15)  Is there any damage to any kind of street furniture?
16)  Is green belt free from malba?
17)  Is there any open space where tree can be planted?
18)  Are there any overflowing sewer requiring desilting?
19)  Is soil level in central verge/green strip is at least 2 inch below the edge of kerb stone?
20)  Any other issue, as per intelligence of concerned field staff,


Mail to DDA- Open Pot holes @ Sec-7 near Gokul Garden needs immediate attention


Dear Sir,

First of all thanks and appreciate your prompt action on toilet issue of Sec-6 park. 

Secondly, this is to inform you that there are few open potholes which are real threat for walker near gokul garden, sec-7 (pics are attached for your reference) around the park. This DDA park is majorly used by local residents and children. 

I would like to request your goodself to kindly treat this matter urgent to avoid any untoward incident as Precaution is better than Cure.

Dear Sir,

Sub: Day to day maintenaace work. 

Please refer attached photographs (1, 2 & 3), this is service road between plot 13 & 14 sector-12 where repair work was done only a few months ago and the whole cemented floor has gone. We are really surprised why learned engineers are failing repeatedly in providing quality work to citizens. Civil engineering is a noble profession and such continuous failure has degraded its respect in our mind. How come DDA engineers are not able to hold their collars high and are falling prey to contractors wishes every time.

Request examine the stretch and get sample lab tested to find out the deficiency in material to that cost could be recovered from erring contractor/staff and stretch repaired.

Please also see attached photographs (4 &5) these are the potholes standing there for past more than 2 years in front of plot 13 sec 12 and our repeated reference to DDA officers have not been able to yield any results. Now we understand that every executive engineer has to file a declaration with CE DDA every fortnight confirming that there is no pothole existing in his jurisdiction. We request you to get it repair before you file next such declaration with CE.

Meeting with DDA Electricals on Black Spots on Road in Sec-13

With reference to complaints received by Dwarka Forum for eve- teasing and chain snatching near Sec-13 metro station towards Rosewood apt. Sec-13.




Dwarka Forum informed the concerned official of DP, DDA electrical and horticulture department and the site visited by DDA electrical division.




It is found that some electrical poles are missing and some are non functional. Official assured the appropriate action as early as possible.

Meeting with DDA,Chief Engineer (Dwarka) and his entire team
Date: March 15, 2016

Following issue was discussed:-
1. Site for Waste Disposal: Deputy Director (H) raised the issue of space for dumping wood waste resulting from garden maintenance. CE asked the officers to survey the available land at sector 24 and advised them to dump it there.
Action:-DF to follow with concerned officer
2. (ii) Watering Gardens: CE informed that electricity connection for booster pump is available in gardens at sector 11, 19, 6 & 10. The connection in sector 16 would be available in a week’s time, and for sector 5 the application has been made with BSES. CE assured that within current year arrangement shall be made for watering gardens with the help of STP. CE informed that as per order of High Court all the tube wells are to be closed down and only water released from STP is to be used.
Action:-CE to ensure supply within one month in above mentioned park and within next year in rest of the parks.
3. Manure Machines: Attention of CE was attracted towards affidavit filed by DDA with NGT about procurement of machines for conversion of garden waste into manure. It was informed that file is under process and is with Director (Horticulture) Vikas Sadan to reply the queries raised by Finance Department.

4. Potholes: CE informed that he has issued instruction to whole department to insect all the roads in Dwarka and repair all the potholes with ready mix concrete before onset monsoon.

5. Civil Works in Parks: CE informed that he has directed the civil wing to take round all the parks in Dwarka, identify and undertake repair & maintenance of broken walls, walking path, grills etc. in a systematic way. This has to be started from April, 2016.

6. Water Body: On reminding him about revival of water body in sector 8, CE assured to take necessary action on urgent basis.

7. Obstructed Traffic Signals: CE directed DD(H) to inspect the effected spots along with DF team on coming Saturday and immediately take pruning of tree branches on the spot. He also directed DD(H) to procure any of the equipment/tools required for this purpose and take his direct sanction.

8. Tiling on road 201: Attention of CE was also attracted towards wasteful tiling work on road no. 201. The concerned engineer assured that all the obstruction like sign boards, walls etc. would be removed with in a week’s time

9. Grass on Pavement: DF advised DDA to plant grass on the berms kuchha area on road side to improve greenery & reduce dust level. However, CE did not give any assurance on this aspect but asked concerned officer to look into.

10. Water bill till March 2015:-Attention was sought that some of the area have still not received bill for the period March 2015.It was also highlighted that how and why DDA has charges sewer charges in the bill.It was informed by CE that bill will be issued latest by 31st March,2016.Regarding sewer charges it wad clarified that DJB has charged it from DDA and hence it was recovered from consumer’s.On issue of difficulties of new connection CE also directed concerned official to look into the issue of new connection.
11. Market Plots: Regarding DDA's Market Plots at Sector-8& Sector- 16-B, Dwarka occupied by SDMC for more than ten years (though allotted to them in 2005, only for one year on purely temporary basis), CE informed that discussions with SDMC are at final stage and matter will be sorted out soon.
12. Open Gym: regarding provision of open Gyms in the parks, CE Assured to give the estimates on the request of RWAs, further expenditure to be incurred by MP/ MLA 's budgetary provisions on their instructions.

Dwarka Forum members Shri Sushil Kumar, Shri Arvinder Singh Chhatwal, Shri Sunil Sareen, Shri P. Menon with Shri Prem Chand, Deputy Director (Horticulture), other officials of Horticulture Division, Delhi Development Authority and Staff of Delhi Traffic Police had a Joint Survey in Dwarka Sub-City on Saturday the 19th March 2016 to find out all such traffic signals covered with leaves, causing accidents.



Dwarka Forum showed all such traffic signals covered with leaves to the concerned officials. The Residents of Dwarka Sub-City also participated and described the problems being faced to the team. It was found that large numbers of traffic signals are affected. Deputy Director (Horticulture) has very kindly assured the pruning of leaves as per rules at the earliest. Dwarka Forum thanked Delhi Development Authority and Delhi Traffic Police of Dwarka Sub-City for their efforts.

A delegation of Dwarka Forum consisting of Shri Sushil Kumar, Shri Sanjeev Goyal, Shri Arvinder Singh Chhatwal, Shri P. Menon and Ms Madhuri had a meeting with Shri D.P. Singh, Chief Engineer (Dwarka), Delhi Development Authority on 15th March 2016 at his office. Shri A.K. Chopra (SE) and most of the Executive Engineers / Assistant Engineers of various Civil and Electrical Divisions pertaining to Dwarka Sub-City were present. Shri Prem Chand, Deputy Director (Horticulture), also attended the meeting. 


 
 Dwarka Forum discussed several Civil / Electrical / Horticulture related issues of entire Dwarka Sub-City in details with the concerned Officers i.e. broken boundary walls / gates / walking paths of various parks, potholes on the roads, broken paver blocks (Tiles) on road side berms, availability of booster pumps in the parks, status of manure machines, revival of water bodies, provisions of open Gyms etc.

It was also requested for pruning of leaves on regular basis, which obstruct the traffic lights to avoid accidents. Further Dwarka Forum brought to the notice of Chief Enegineer about the problems being faced by the residents of DDA’s plotted area for getting the new water / sewer connections. The Forum also raised the issue regarding two market plots situated at Sector 8 and Sector 16B occupied by SDMC for more than ten years, though the allotment was made in 2005 only for one year purely on temporary basis.

After detailed discussion on all the points raised, Chief Engineer has very kindly assured repairing of all the potholes with ready mix concrete before the monsoon. He also assured release of water supply bills before 31st March 2016. Regarding civil work of the parks, CE informed that directions are already given by him to the concerned division to identify and repair of broken boundary walls / gates / footpaths of all the parks with whitewashing etc.

Regarding market plots, CE informed that discussions with SDMC are at advance stage and matter will be sorted out soon. On request for open gyms in various parks, CE assured that DDA will give the estimates on the individual requests of the RWA, and further expenditure to be incurred by MP/MLA’s budgetary provisions on their instructions.

Deputy Director (Horticulture) raised the issue of space of dumping horticulture waste resulting from maintenance of gardens; Chief Engineer instructed the concerned officials to survey the available land at Sector 24 Dwarka for this purpose.

The meeting was conducted in good atmosphere and it was mutually agreed upon to have such meetings regularly to take the stalk of the development. Dwarka Forum thanked Chief Engineer and other DDA Officials for their efforts.

Subject:  Water Supply to Dwarka Sub-City

As you are well aware that the water supply to Dwarka is very poor and almost on daily basis we have been receiving call from different sectors about that. DDA and Ministry of Urban Development planned this sub-city way back 20 years now. The basic supply of safe drinking water as per govt own set standard not being implemented by DDA till date.
In this regard I would like to draw your kind attention on our letters dated 16.7.2010,13.8.2010 and 19.01.2011 and various email correspondence and series of meetings held with then member DDA Shri Rajesh Gahlot we are sorry to inform that the situation is becoming bad to worse. Drinking water supply is almost dream for residents of Dwarka. Despite the fact that CM Delhi has accepted the transfer of water supply from DDA to DJB in the meeting held on 22/12/2009 we have not moved an inch towards that. We would like to know the action taken by DDA in this respect and the bottlenecks which deprives residents in Dwarka from portable water.
We would also like to know the requirement of water for Dwarka as per estimation by DDA and how much water you are receiving from DDA excluding what is being diverted to IGI Airport. We have been informed by various Societies and RWA that they are continuously informing your sub-ordinates regularly from Junior Engineer to Superintendent Engineers but it appears DDA is turning its blind eye so far as water supply to Dwarka is concerned.
The most unfortunate part is that we are not getting any response from any your officers except a verbal assurance that issue is being addressed.


We therefore, call upon DDA and MuD to ensure equal water supply for Dwarka at equal rate with rest of Delhi. Till the time the specified quantity of water not supplied, you are requested not to start any project or development any further sectors or sub city in Delhi.
