Subject: Water Supply to
Dwarka Sub-City
This
further to our meeting with The Chairman, DJB, Chief Minister of Delhi,
Shrimati Sheila Dikshit and further meetings held with your good self.
As
you are well aware that the water supply to Dwarka is very very poor and almost
on daily basis we receive umpteen numbers of calls from residents of different
Sectors of Dwarka. . The Govt planned this sub-city way back 20 years now and
taken due development charges. The basic supply of safe drinking water as per
govt own set standard not being implemented in Dwarka till date.
In
this regard we would like to draw your kind attention to our letters and two
meetings on 18th October, 2012 and 29th July, 2013. We
are sorry to inform you that despite the fact that Chief Minister of Delhi has
accepted the transfer of water supply from DDA to DJB in the meeting held on
22/12/2009, things have not moved an inch. We would like to know the action taken by DJB in this
respect and the bottlenecks specifically
related to taking over of water supply from DDA.
We
would also like to know the:
- Requirement of water for Dwarka as per estimation by DJB
- How much water is being provided to Dwarka and
- How much water is being diverted to IGI Airport.
The
most unfortunate part is that we are not getting any response from any your
officers except diverting the issue to Munak Canal.
We
therefore, call upon DJB to take over the water supply of Dwarka Sub-City from
DDA and ensure equal of water supply to Dwarka at the same rate as applicable
to rest of Delhi.
We

As
you are well aware that the water supply to Dwarka is very poor and almost on
daily basis we have been receiving call from different sectors about that. DDA
and Ministry of Urban Development planned this sub-city way back 20 years now.
The basic supply of safe drinking water as per govt own set standard not being
implemented by DDA till date.
In
this regard I would like to draw your kind attention on our letters dated
16.7.2010,13.8.2010 and 19.01.2011 and various email correspondence and series
of meetings held with then member DDA Shri Rajesh Gahlot we are sorry to inform
that the situation is becoming bad to worse. Drinking water supply is almost
dream for residents of Dwarka. Despite the fact that CM Delhi has accepted the
transfer of water supply from DDA to DJB in the meeting held on 22/12/2009 we
have not moved an inch towards that. We would like to know the action taken by
DDA in this respect and the bottlenecks which deprives residents in Dwarka from
portable water.
We
would also like to know the requirement of water for Dwarka as per estimation
by DDA and how much water you are receiving from DDA excluding what is being
diverted to IGI Airport. We have been informed by various Societies and RWA
that they are continuously informing your sub-ordinates regularly from Junior
Engineer to Superintendent Engineers but it appears DDA is turning its blind
eye so far as water supply to Dwarka is concerned.
The
most unfortunate part is that we are not getting any response from any your
officers except a verbal assurance that issue is being addressed.
We
therefore, call upon DDA and MuD to ensure equal water supply for Dwarka at
equal rate with rest of Delhi. Till the time the specified quantity of water
not supplied, you are requested not to start any project or development any
further sectors or sub city in Delhi.

Dear Sir,
Subject: Preparation of
Dwarka Police
Recently we have terror strike at Bodhgaya
and there are news that terrorists are again looking to target Delhi.Dwarka is
of course on top list because of having International Airport,Metro stations
and crowded market.We should also keep in mind that 15th August is
coming and thereafter we will have series of festivals.
We wish to highlight that after visiting all market
place in our area it appears that our police is not taking any precautionary
measures to counter such threat.We have seen even a dozen of sylinders are kept
in the footpath between two shops and that’s too with in a distance of 10
meters from police beat installed in sector 6 market.pedestrain between the
shops have been wholy encroached .Many shops are using cylinder to cook somasa
and pakora outside the shops in both sector 6/10 and 5/12 sectors area.In our
view some concrete action needs to be taken to ensure safety of the people
otherwise these situation is vulnerable and enemies always use such mismanage
to hit us.
We take this opportunity to submit that necessary instruction must be given to
officer concerned so that people of Dwarka will enjoy independence day and
festival peacefully.

ANNEX : I
- Beat Constable – Accountability:
A Beat Constable is the Public Face of
Delhi Police and the 1st contact points for Public as well as
Violators. Currently if you ask Beat constable what is his duties and
objectives or task. He/she will have no clue. There must be clear direction in
WRITTEN the list of responsibility for the beat constable and in the failure to
adhere the listed accountable departmental action. For example: A beat constable
still have no clue whether he have power to remove an encroachment on public
area/land at first instance.
- Beat Boxes and Security Posts:
A large number of Police Beat Box and
Security Box were removed in the past due to reason both valid and some cases invalid.
These Boxes or Posts are need of the hour. A security check staff posted at
entry/exit points of PS boundry or Bandhabast position need shelter to give
protection from weather conditions. While deciding its design the sample used
in CWG may be considered which is glass so that no anti social elements misuse
or even staffs not use it as sleeping shelter or drinking and other purpose
etc.
- Display of Boards at the Exit gate of all PS about important contact Nos: All the police station EXIT Gate promptly display the Contact No/Email/Fax/Mobile No of all Senior officials hierarchy wise including a special post at DCP Office to handle grievance of unsatisfied citizen coming out from PS without getting his complaint registered or harassment or Corruption etc.
- CCTV: A large number of CCTV installed during CWG which are to be equally distributed to various Police Stations and install at all vital ENTRY & EXIST and Markets. The DF actively played role in CCTV installation and Control room for Sector 6/10 Market.
Street
Lights: Dwarka Forum have conducted extensive work to
get all the street light functional in close coordination with respective
Police Officials. We were assured by DDA and BSES Officials. The DDA Electrical
Division will be completing the unlit areas by the end of March 2011. Those
inner areas where BSES have empty pole the DDA will be replacing it and handing
over to BSES.
